The New Holders of the Power Keys in Lebanon

It seems that the resignation of former Prime Minister Saad ELHARIRI’s government as well as the nomination of the designate prime minister Najeeb MIKATI yesterday heralded, the beginning of a new era in the country political life; an era which is to be tainted with Shiites’ control over the government of Lebanon.

Apparently, former Prime Minister Saad ALHARIRI apparently lost the battle due to his strong commitment to the international tribunal; however, I believe that there are also other reasons …

Lately it became clearer to observers that the young leader needs to develop his political & managerial skills further to be able to confront the national, regional & international storms.

I believe that Mr. HARIRI chose to be at the premiership of a country that was in turmoil without grasping the rules of the game & without having the proper tools to govern it; & governing the Lebanon is not an easy matter in times of crisis and turmoil. It is believed that Prime Minister Hariri made structural political blunders during his term; such as his statement to “SHARQ ALAWSAT” Newspaper about the existence of false witnesses in the assassination case of his father- the slate former Prime Minister HARIRI, who did harm to the Syrian-Lebanese relations; then he took no action in this regard.


Moreover, as per Syria allies, he gave promises to the Syrian President, during his informal visits to Damascus, which he could not keep. Furthermore, the Hakika Leaks report that was broadcasted on NTV, which included his testimony before the International Tribunal was long, irrelevant, inconsistent & destructive to his relations with some ingredients of the Saudi Royal family. In addition, it was clear from the NTV report that he was, to a certain extent, affiliated with the “False Witnesses” Affair.


On the other hand, Hezbollah, which is not only a mighty guerilla but also a pragmatic political party, was fully prepared for the game. It knew how to use the psychology of fears, how to invest in its rival’s weak points, & how to invest in the regional climate to get its goal accomplished.

So, at the National Level, Hezbollah succeeded in attracting the Christian Maronite Leader G. Michel Awn to its camp, in the post 2005 parliamentarian elections following his quarrels with the 14th of March camp.

Furthermore, Hezbollah succeeded in bouncing the Druze leader- Waleed JUMBLAT to its camp, following the uprising of the 7th of May, 2008; ALHARIRI’s resignation & MIKATI’s nomination are not but a direct effect of all that.

However, the latest events did not give Hezbollah but an incomplete short time shield from the International Tribune Indictment; it got shielded only partly, because Designate Prime Minister Najeeb MIKATI will not be a puppet; it is believed that he came to power with Syrian, French, Turkish & Qatari backings & with no Saudi objection.

I believe Prime Minister MIKATI has got an agenda of his own that does not complies necessarily with Hezbollah's term of reference; so it would be advisable for the 14th of March coalition & the West to give him a chance & to review their performance meanwhile.

Furthermore, for the long term, Hezbollah got other strategic plans for protection; it counts on US failures in Iraq & Afghanistan, on the weaknesses, & on the bad performances of western democracies & notably the Americans in the region. Hezbollah believes that the time factor would be on its side.

It is worth mentioning that the fall of the Middle East Peace Process & the rise of extremism in Israel & the Arab World would do well to it & strengthen its position in the Arab world, as an opposition movement.

Finally, it is obvious that the Shiite had gained the struggle over the Lebanon temporarily. So, it is now their era in the Cedars Land, which was reigned initially by the Maronite & Sunnite respectively. However, the others should not surrender & leave the stage but behave wisely to preserve the Lebanese Identity. Thus, Designate Prime Minister Mikati who is experimented & qualified, should be given a chance to prove himself; he should be granted a conditional & a temporal full support to lead Lebanon in this time of crisis; maybe he would do better than others…

هل يتعرى العالم العربي من مكوناته فيضحي عالماً إسلامياً صرفاً وفاقداً لصبغة العروبة، بفعل منظمة «القاعدة»؟ وهل انّ الشرق الاوسط قد سقط وللأبد بيد التطرف؟ ومن ثمّ من اين اتت القاعدة؟ وكيف نشأت؟ وهل ان تراجع الاحزاب العلمانية والمفاهيم الديموقراطية في العالم العربي هو نتيجة ام سبب لهجرة المسيحيين المشرقيين؟ وهل أن ظاهرة بيع الاراضي في لبنان من قبل المسيحيين هي بداية النزوح الاخير؟


اسئلة تحضر الى عقلي في كل مرة يرد اليّ خبر انفجار في العراق او حدث دامٍ في مصر او ازمة سياسية او نزوح في لبنان. وقد حضرت هذه المرة بقوة ككابوس نصف الليل بعد ان شهد العراق موجة هجمات افتتحتها «القاعدة» بمجزرة سيدة النجاة في منطقة الكرادة في بغداد، واستكملتها انفجارات دامية في الأحياء الشيعية.


انّ ما جرى ويجري في العراق اليوم يدفعني الى التشكيك في مرحلة ما بعد سقوط الايدولوجيات الديكتاتورية الطابع في الشرق الاوسط. فهل المطلوب استبدال حكم الطاغية صدام حسين وحزب البعث العلماني والتحرري الطابع ظاهرياً، بحكم الفرق الدينية النافر؟


لم اؤيد يوماً صدام حسين ولا انتهاكاته الفاضحة في حق الانسانية، الا اني لست حتما مع وحش الفراغ الذي يفضي الى التطرف والعنف. لقد كان سقوط نظام وأيدولوجية البعث في العراق مدوياً لجهة ظهور الفرق وأنماطها وبربريتها حتى حدود الإلغاء.


ترانا نشاهد ونستنكر، مع الفاتيكان، انقراض المسيحيين الذين هم في اساس حضارة العراق الذي شكل مسرح الكتاب المقدس بعهده القديم. ونتألم ونتحسر على ضحايا كل اعتداء على أقباط مصر.
أوليست مصر هي ارض الكتاب المقدس بعهديه القديم والجديد؟ ولا يغيب عن بالنا القبر المقدس والإرث الضائع في الاراضي المقدسة في فلسطين.

لقد اضحينا نخشى ايضاً على بقايانا في دمشق وصور وصيدا وأنطاكيا وغيرها من مدائن هذا المشرق. فتنظيم «القاعدة» يبدو حالياً منكباً على تصفية العالم العربي، كي يدخلنا مجدداً زمن الخلافة من دون خليفة.

طبعاً لم تولد القاعدة من فراغ. فثمة أنظمة تربوية اتبعت لعقود من الزمن في بعض الدول الكبرى الإقليمية والغنية، ساهمت كثيراً في إنباتها وتنميتها. فأضحى كل مواطن في تلك الدول مشروع تطرف يسعى ان يكون «بن لادن» جديداً، فيلغي ويقتل إرضاء لله ولبلوغ الجنة. لن يتراجع الارهاب قبل ان تشح موارده البشرية والمادية. وإنّ هذه المسألة هي رهن برغبة بعض القادرين الى حد بعيد.


ادى فشل الأنظمة العربية في استرجاع حقوق العرب في فلسطين، كما في تحقيق التنمية للشعوب، الكنف الذي نما فيه شعور النقمة والغبن الذي ولد الإرهاب والتطرف. فكان ان وازى ارهاب القاعدة الجرائم ضد الانسانية التي اقترفتها إسرائيل في فلسطين المحتلة. وأكلاف حالة كهذه هي زوال مشرقنا بصوره الجميلة وأحزابه العلمانية، حتى انّ روّاد تلك الاحزاب اضحوا اليوم يسيرون وراء الاحزاب الدينية من دون وجل. إنه الفراغ واليأس والغبن الذي وظفه وحش التطرف لحسابه.


الوضع مربك في المشرق لأنّ الأحزاب العلمانية، في الظاهر، قد ولّت لحساب الاحزاب الدينية، كما رحلت مع الريح المبادئ الديموقراطية.

لم يكن مسيحيو العراق مستهدفين حصراً في مجزرة سيدة النجاة، بل روح العراق كما اشارت جريدة «هيرالد تريبيون» غداة الانفجار نقلا عن الضحايا. لا بل كان المستهدف المشرق العربي بوجهه الجميل. وبرحيل المسيحيين عن ارضهم لن يكون مكان للاعتدال بعد اليوم، لن يكون مكان لحرية الفكر والديموقراطية والغد الافضل، لا بل تكفير وتخوين وتطرف وموت.


لذا، فالمطلوب اليوم انتفاضة للاعتدال الإسلامي تشن في وجه التطرف الذي سيلتهمهم حتماً. لقد اضحى مطلوباً من أئمة الإسلام الخيرين ان يعملوا على إرساء منظومة اجتهادات دينية تقي الناس شرّ التطرف. فما علاقة مسيحي العراق وسائر الأقطار العربية بالظلم؟ وما هي صلاتهم بالصليبية التي قضت على غالبيتهم يوم دخلت منطقتنا؟ ما ذنب اولئك بمصائب العرب وفساد الحكّام والأنظمة؟


إلا أنّ هذا كله، معطوفاً على ما يجري في لبنان، لا يجب ان يدفعنا كمسيحيين لبنانيين الى الهجرة، لأنّ البقاء في ارضنا واجب مقدس. واجبنا ان نصون القيم الديموقراطية وأن نعمل لغد افضل لنا ولإخواننا. فالارض والمحيط هما صليبنا، كما اننا صليب هذا المحيط. ليس حسناً ان


نترك المسرح هاربين، فنهمل بذلك البحث عن مسالك فجر الحقيقة والشهادة للحق.
لقد خلقنا هنا في ديار السيد كي نشهد له حتى الموت. لم لا وأجدادنا قد شهدوا له قبلنا، وبعضهم رقد شهيداً في ارضه على رجاء القيامة والحياة، فتقدس. علينا ان نكمل المشوار حاملين قضايا هذا العالم العربي المعذب. يجب ان نتمسك بأرضنا وأن نشاطر إخوتنا همومهم، ونسعى معهم الى إيجاد الحلول.


فالخوف، كل الخوف، هو في ان تتعرى ارض الناصري من اهلها كليّاً، فتستوطن عندها الغربة في اوطاننا. يقول باسيليوس مطران عكّار للروم الاورثوذكس: «إنّ من باع ارضه، باع شرفه». وهو على حق لأنّ الارض فعلاً تصنع وتعلم. إنّ العلم ليس غاية بحد ذاته بل وسيلة للارتقاء ولاكتشاف الحقيقة. بعضنا يخسر ارضه في سبيل تعليم اولاده، إلا أنّ العلم قد اضحى مفتاح الهروب والهجرة.

أخيراً، إنّ المسيحيين مدعوون اليوم اكثر ان يشهدوا لربهم على ارضهم، وعلى الاسلام المعتدل ان يعي اهمية أدوارهم ووجودهم فيتكاتف معهم للحفاظ على هوية منطقتنا ووجهها الحضاري الرائد. إنّ ما حصل في العراق مؤشر سلبي لا يمكن تجاهله البتة، وهو يهدف الى افراغ المنطقة من نسيجها الحضاري. إلا أن ذلك لن يتم ما دام في المنطقة أناس يؤمنون بالحياة والسلم والحضارة.

The Cedar Land & the Special Tribunal for Lebanon

Following the Assassination of former Prime Minister Rafic ALHARIRI (on the 14th of February, 2005), UN established a Fact-Finding Mission to investigate the case. The Mission identified at that time weaknesses in the Lebanese Judicial system; UN secretary general recommended the establishment of an independent investigation Commission.

On the 13th of December, 2005, the government of the Lebanese Republic requested UN to establish a tribunal of international character. In 30/05/2007, UN Security Council issued the resolution 1757, which laid the foundations of the Special Tribunal for Lebanon following a deep Lebanese crisis over the issue. The mandate of the tribunal as per the resolution is: "to prosecute persons responsible for the attack of 14 February 2005 resulting in the death of former Prime Minister Rafiq Hariri and in the death or injury of other persons".

On October 20, 2005, Detlev MEHLIS the head of the International Commission of Inquiry concluded in his report to the Security Council that "a body of evidence led to the involvement of Lebanon & Syria in the assassination of former Lebanese Prime Minister" and that the attack was conducted by a group with considerable resources & careful planning.

In July 2010, information rumoring the involvement of Hezbolla Members in Rafic Hariri's murder circulated in the country. Hezbollah reacted quickly; it considers that its potential accusation is meant to disfigure his image & to transform it from an opposition movement that succeeded in defeating Israel into a Shiite terrorist gang, which assassinated Rfic HARIRI, the great Sunnite leader of the Arab World.

In his last press conference Sayed Hasan NISRALA accused Israel of assassinating the former Lebanese Prime Minister. He presented a set of "evidences" to draw the attention of his public to what he considered the goals behind assassinating HARIRI, which are: first, to eliminate his opposition movement that resisted & defeated Israel; second, to prepare for a big clash between the Sunnite & Shiite in the Middle East for the purpose of disintegrating the region into smaller states. Sayed NISRALA discredited the Special Tribunal for Lebanon at numerous occasions for the reason that it was made to be a political tool at the hands of the super powers. He elaborated on its course & criticized it at for putting pressure on Syria first then now on Hezbollah for political reasons. NISRALA declared furthermore, that he would not cooperate with the International Tribunal anymore.

As a matter of fact, NISRALA statements would not affect either the course of the International Tribunal for Lebanon or the quality of its decision; but, it would complicate further the political situation in the country of the cedars. Escalation at the Lebanese local & regional levels will be correlated with the indictment process of the International Tribunal for Hezbollah. So, it is expected that turmoil in the Lebanon would prevail once again; the country would fall at the hands of Hezbollah; & the government would get into the dormancy phase; moreover, political crisis would come to surface again.

Sayed Hasan NISRALA won't accept the accusation against his movement, which will change Hezbollah image from Islamic heroism to Shiite terrorism in the Arab & Muslim world forever. For that he would fight for his life to resist the charges & the International Tribunal decision; thus, he is getting prepared for a long struggle with the international justice & community.

Finally, I do not know what would be the cost of having the International Tribunal Decision Implemented? Would be a new war in the Middle East or making the Lebanon a new Gaza strip?

وطنية - 2/2/2010 - اعتبر عضو معهد الصحافة العالمي ورئيس اتحاد الجمعيات الشمالية السابق مازن عبود، في بيان اليوم،"ان اجراء الانتخابات البلدية في اوانها مناسبة لاعادة تفعيل ديموقراطية القربى في البلد". واشار الى "ان النسبية التي يطرحها الوزير زياد بارود قد تشكل ضمانة كبرى للاقليات في بلد كلبنان، حيث انه في عدد غير يسير من المدن كطرابلس يطغى لون واحد على المجلس البلدي، وذلك لاستحالة ايصال ممثل او ممثلين عن الاقليات، المشكّلة اصلا للنسيج المحلي، وذلك على الرغم من الضغوط السياسية للزعماء".
واعتبر "ان مرد ذلك يعود الى طغيان العدد في ظل غياب نص قانوني ملزم في هذا الاطار، مما يدفع باللعبة الى الوقوع في ايادي المتطرفين في ظل غياب الوعي".
ووصف عبود مثل هذه الحالات ب"السيئة" لانها تدفع بالاقليات الى المزيد من الانحسار والتقوقع، (عدم المشاركة والانخراط في العمل العام)، ثم الهجرة، مما يفقد المدائن تلويناتها وميزاتها التاريخية ويعزز فيها التطرف".
وابدى عبود تخوفه من "الديموغرافيا التي قد تضحي لاغية للاخر في غياب فعالية دولة القانون". ======== م.ح

سياسة - مازن عبود: نصائح السيد نصرالله للمسيحيين أتت نافرة في الشكل

وطنية - اعتبر رئيس "اتحاد الجمعيات الشمالية" السابق وعضو "معهد الصحافة العالمي" مازن عبود في تصريح اليوم "ان جملة النصائح التي أسداها الامين العام ل"حزب الله" السيد نصر الله للمسيحيين في خطابه الاخير، لن تؤدي الهدف المنشود منها لبنانيا، اذ انها اتت نافرة في الشكل".
واعتبر انه "من غير المعهود لبنانيا ان يسدي زعيم روحي وزمني لطائفة معينة النصائح لطائفة اخرى من على المنابر وامام حشود جماهيرية في ذكرى دينية خاصة". وذكر عبود "ان لبنان، هو للاسف واقعيا، دولة فيدرالية لطوائف تتقاسم المغانم وتتعاطى في ما بينها وفق اعراف خاصة تكونت عبر الايام بالممارسة"، داعيا "الزعماء الروحيين للطوائف مراعاة مبادىء الديموقراطية في اتخاذ القرارات السياسية المتعلقة برعاياهم كتسمية الوزراء او المدراء"، مستبعدا امكانية "الغاء الطائفية السياسية حاليا في ظل غياب أحزاب وطنية حقيقية وغير طائفية
".

الى بعض التعديلات كي يتلاءم وضرورات الواقع البيئي في البلد

وطنية - اعتبر مستشار برنامج الامم المتحدة للبيئة ورئيس اتحاد الجمعيات الشمالية السابق - مازن عبود "ان الشق البيئي في البيان الوزاري الحالي للحكومة قد يحتاج الى بعض التعديلات قبل اعتماده بصيغته النهائية ورفعه الى مجلس النواب".
والتمس عبود من مقام مجلس الوزراء "ان تتضمن الفقرة الخامسة (الشق البيئي للبيان الوزاري خلال جلسة اقراره) خطوطا عريضة تشير بصراحة الى ضرورة تحقيق تنمية بيئية مستدامة في لبنان وتفعيل ادوار وزارة البيئة التشريعية والرقابية والتوجيهية واستكمال تتبع موضوع تغريم اسرائيل جراء اضرار اعتداءات تموز وتنفيذ الخطة الوطنية للادارة المتكاملة للنفايات الصلبة واستحداث مركز مدعي عام بيئي وضابطة بيئية".

Le ministre de l'Environnement Mohammad Rahhal a reçu hier le député Alain Aoun du Bloc du changement et de la réforme pour discuter avec lui du problème du dépotoir sauvage de Monteverde, où finissent un grand nombre de déchets et de remblais. À l'issue de l'entretien, M. Aoun a précisé qu'il avait convenu, avec le ministre, « de mesures exécutives que prendra le ministère dans les jours qui viennent ».
Pour sa part, M. Rahhal a indiqué avoir pris connaissance du problème par une intervention télévisée de M. Aoun et l'avoir contacté pour lui proposer une rencontre. « Nous avons convenu de contacter le ministère de l'Intérieur et le mohafazat du Mont-Liban afin qu'ils transmettent à la municipalité concernée une directive pour agir, a-t-il précisé. Nous leur accorderons un délai, et, après cela, si rien n'est fait, nous prendrons des mesures et notifierons les médias. »
Sur un autre plan, commentant l'article consacré à l'environnement dans la déclaration ministérielle,
Mazen Abboud, écologiste et conseiller auprès du Programme des Nations unies pour l'environnement (PNUE), a souligné qu'il fallait « ajouter de façon claire la nécessité de réaliser le développement écologique durable au Liban ». Il a également proposé une mention pour « dynamiser le rôle du ministère de l'Environnement ». L'écologiste a enfin mentionné « la pénalisation d'Israël pour les dégâts écologiques qu'il a occasionnés en 2006, l'adoption d'un plan global de traitement des déchets et la création d'un poste d'avocat général pour les affaires de l'environnement ».

اعرب مستشار برنامج الامم المتحدة للبيئة رئيس اتحاد الجمعيات الشمالية السابق مازن عبود عن ترحيبه بقرار رئيس مجلس الوزراء سعد الحريري بترؤس الوفد اللبناني والمشاركة في قمة كوبنهاغن في منتصف شهر كانون الاول الحالي .

واعتبر "أن مثل هكذا خطوة تشكل تعويضا للبيئيين يوازي الى حد بعيد حجم تساؤلاتهم عن مدى تلاؤم تطابق مؤهلات وزير البيئة الحالية مع تحديات المرحلة في هذا الاطار.

وثمن عبود "قدرات رئيس الحكومة وفريقه،المهتم بتفعيل دور البلد في معالجة الامور الوجودية الكبرى كموضوع الاحتباس الحراري بكل جوانبه الاقتصادية والبيئية والسياسية المتنوعة".

A Statement on the Independance Day


International Press Institute member, United Nations Environment Program consultant, Mazen Abboud, said, in a statement yesterday, Lebanese President, Michel Sleiman, succeeded in drawing new political maps for the country.

He also called upon all politicians to turn over a new leaf, and adopt dialogue to avoid exposing the country to jeopardizing dangers.

He finally hailed martyrs' sacrifices and blood, especially that of his dear friend, Pierre Gemayel.

دور الرئيس سليمان في كسر الحوائط

سياسة - عبود في ذكرى الاستقلال:الرئيس سليمان نجح في خلق خرائط سياسية جديدة

وطنية - اعتبر عضو معهد الصحافة العالمي ومستشار برنامج الأمم المتحدة للبيئة مازن عبود، في بيان أصدره عشية ذكرى الاستقلال، "أن دور الرئيس سليمان في كسر الحوائط ما بين البيروتين (بيروت الرابع عشر وبيروت الثامن من آذار) دون رضا صقور الطرفين، قد وازى بأهميته خطوة المسؤول الألماني الشرقي هارلد جيغر الذي فتح في العام 1989 بوابة برلين إمام الحشود دون نيل موافقة حكومته حينها".

وأوضح "أن رئيس الجمهورية قد نجح، بتصميمه في خلق خرائط سياسية جديدة للبلد، فاخرج بعض الساسة من متاريسها الفولاذية لتمرير المرحلة".

هذا وقد واستغنم عضو معهد الصحافة العالمي المناسبة لدعوة الساسة للخروج من زواريب الماضي وتصفية الحسابات الانتخابية إلى الحوار لتجنيب لبنان الوقوع في العنف مجددا. وأخيرا حيا دماء الشهداء عموما ودم صديقه الشهيد بيار الجميل بشكل الخصوص، وذلك لمناسبة ذكرى استشهاده.

While Berlin was celebrating the historical legacy of the fall of its wall in 1989; the Lebanese New Prime Minister Saad ALHARIRI addressed the Lebanese from the presidential palace in Baabda following the declaration of his coalition government, after almost five months of hard negotiations. As if the coincidence was meant to say to the Lebanese: "Even Berlin wall collapsed; so do not be afraid to breach the walls among you".

However, the fall of Berlin wall did not come to light without the metamorphosis of the Soviet Union & the change in the international relations; &, the Lebanese government would not come to light without the extensive help of the regional superpowers, notably Syria & Saudi Arabia, & the painful compromises of some Lebanese leaders.

Berlin wall fell for good leading to a new Germany, New Europe, & a different World order; however, will the political wall, which separates the Lebanese scramble for good also? For me the answer is no since a regional metamorphosis is needed for that also.

I wish someday the Israeli-Palestinian problem would get to an end by reaching the awaited comprehensive peace; a peace that would be the framework upon which to build upon the real state of Lebanon, which is for all its religious minorities; then by that day the wall, which separates among the people will fall. However, the peace prospects are gloomy; & the Hariri son's new Government would not mark the end of the political instability in Lebanon but just the needed break for regional warriors to redesign their plans in the interminable struggle over the Middle East.

The Lebanese new Government gained importance because it appeared in the midst of regional turmoil to mark not only the lifting of the regional veto over Mr. Hariri's accession to his slain father's throne of premiership of the country (following his political coalition success in the election); but also to put an end to the political war against G. Michel AWN's by recognizing him as a full lord in the Lebanese Feudal system, which is apparently democratic only.

However, The new Lebanese cabinet is not but a coalition of the majority & minority; it is an amalgam of highly qualified & unqualified figures, &, of young inexperienced & old experienced people; it is indeed an alloy of sectarianism, revenge, hope, peace & war.

Sooner or later, the current Lebanese government would scramble for the benefit of the feudal lords; & the Lebanon would reenter into the dim tunnel of the Middle East Crisis; a crisis that would never end, since men cannot negotiate on the behalf of Gods over their holy lands & notably Jerusalem.

Finally, Saad ALHARIRI's current government is not but a morphine drug to the ill Lebanese state, which is at the heart of the regional interminable conflict over the Holy Lands.

وطنية - اعتبر الناشط مازن عبود ان تزامن تشكيل الحكومة مع ذكرى انهيار حائط برلين ما بين الالمانيتين ليس صدفة بل رسالة الى الزعماء اللبنانيين كي يعملوا جديا على ازالة الحوائط ما بين معسكراتهم. عبّود اعرب، من خلال بيان وزّعه، عن ثقته بحكمة ودراية وانفتاح الرئيس المكلف، متمنيا لاصدقائه في الحكومة النجاح في مهامهم الشائكة.
واخيرا، اشار الى ان تسمية وزيرين من ابناء البترون في موقعين رياديين بالاضافة الى وجود النائب زهرا في موقع سياسي متقدم في حزبه، سابقة قد يكون لها انعكاسات ايجابية على القضاء اذا ما عرفت المرجعيات البترونية الاستفادة منها لانماء قراها وذلك عبر التعاون معهم جميعا والابتعاد عن الحساسيات والسياسات الضيقة.

Lebanon in the Midst of the Storm




The Taef Agreement came in 1989 as an international settlement to put an end to the Lebanese little civil wars that broke in 1976. This agreement was nothing but a set of new rules meant to divide the power benefits (Lebanese Cake) among the warring Lebanese factions or sects, as per the new balance at the local level & in the region. The Lebanon with the Taef became a country governed by three presidents who are: the Maronite- Christian president of the republic, the Muslim-Sunnite President of the council of ministers (Prime minister) & the Shiite- President of the Parliament council (Speaker of the House). The Taef, which gave (more or less), an even distribution of power & benefits among those three presidents, made Lebanon a country impossible to govern without a regional or international arbitrator. It was Syria, which assumed this role in the post war period till the assassination of the former Prime Minister Rafic ALHARIRI on the 14th of February, 2005 & its withdrawal from the Lebanon.
Nowadays, the Lebanese system is in miss; the barometer cannot determine a point of reference upon which to calibrate the dynamic balance among the Lebanese sects that are affiliated directly or indirectly with the regional & international super powers.
The Arab-Palestinian Crisis, as well as the Iranian –American conflict, are the two main axes, which affect the dynamicity of the barometer. Furthermore, what increases the intensity of the crisis is the fact that these two axes are inter-correlated to form the heart of what is so called “the war of Gods on Jerusalem”.
So the crisis in the Lebanon is not but a true representation of the development of the cold- hot war on Middle East & Jerusalem; so that is why I believe that it would be impossible to SAAD ALHARIRI to form a viable government (in the near future), which is to govern the Lebanon. Thus, it is advisable that the young nominated prime minister make his own choice of the two already available to him, which is: form a weak non viable government (quickly) or leave the platform.
What is clear is that the post HARIRI’s (junior) Nomination period would be characterized more by political crisis, street confrontations & degradation of the state little power. Moreover, General Sleiman’s term of Presidency will turn out to be a true photo of President SARKIS’ term that played the role of an arbitrator & a counselor. Wisdom, openness & precaution are characters, which are highly cherished in these times of political turmoil in the country of the Cedars. Thus I doubt that the introduction of new blood would be of importance to the Lebanese current system; on the contrary it may cause a shock to the patient & accelerate its degradation. Meanwhile let us observe; since the players are mostly international.
Finally, I believe that it would be good that the patient (the Lebanon) would be given some morphine pills, since there will be no available remedies in the near future for the Arab-Israeli & the Iran-American conflicts.

Saad ALHARIRI's & the Regional Climate Change

For most political analysts, the Lebanon has been always the barometer for changes in US International Policies toward the Middle East. Nowadays, with President OBAMA's arrival to the leadership of the global village, rules of the Lebanese local games are changing, as an indirect result to it.
It seems that US new international policies lie on stabilizing the region, to ensure the viability of Iraq & the sustainability of its democracy, after US army withdrawal. This explains why regional superpowers in the Middle East such as Syria & the Saudi Arabia are reshaping their damaged relationships.
However, US is aware that stabilizing the situation in the Post Sadam Hussein Iraq requires opening a dialogue with Iran & Syria, & restructuring its mutual relations with Russia; a trend, which has its drawbacks & limitations.
To open the dialogue channels between US & Syria (to ensure its support to the new Iraqi states) means to me, to give Syrians some political incentives & roles in the Lebanon & Palestine. On the other hand, this step should not be at the expenses of the reconstituted Lebanese Democracy, which regained its vitality in the Post-Hariri's Assassination period.
The results of the last parliamentarian elections & the nomination of Saad ALHARIRI for the premiership would be the pillars of the new political arena for the Lebanon; an arena, which is based upon the reshaping of the American-Syrian & Saudi-Syrian relations. It is worth mentioning that the Lebanese political game depends heavily on the international & regional climate.
Moreover, I do believe that this same climate, as well as other local factors, were the reasons behind the failure of most hawks in the camps of the 8th & 14th of March. It seems it would be difficult to lay the foundations of a new political arena in Lebanon without weakening the influence of what is called "trouble makers". This explains why, for instance: G. Michel AWN last some of his credits within the Christian camp; & why the Sunnite Parliament member Misbah ALAHDAB last his seat of Tripoli.
Saad ALHARIRI is going to be an icon for the new political arena in the Lebanon, which is based upon a Saudi-Syrian agreement; moreover, the man is going to govern the country under a Saudi-Syrian political term of references. I do not know if the Lebanese Nationalists will succeed in the coming arena in meeting the international demands of having good relations with the neighbor without disturbing the reconstituted Lebanese democracy.
Finally, the required time given to Saad ALHARIRI to form his government is also the needed time frame to local leaders to become receptive to the new changes in the regional climate or pay a high price that some cannot afford.
